Required to live within a 30-minute response time to one's assigned duty station due to the need to rapidly respond to after-hours emergencies and urgent operational calls. Lead daily operations and direct the completion of collateral duties related to training and leadership; supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers; conduct and supervise the detection of criminal activity, investigation of criminal violations and custodial arrests; may prepare and execute warrants, interview witnesses, and detain suspects; ensure the completion of comprehensive written reports; conduct and/or supervise gathering of law enforcement, security and intelligence information relating to the park, its facilities, events, mission or visitors. Set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. Supervise and lead complex law enforcement, all hazard, emergency medical and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, participate in all aspects of employee supervision including performance planning and appraisals, employee recognition and employee counseling. Other duties performed and minimum certifications obtain and maintained include:
rowing oar-framed inflatable rafts in up to Class IV
whitewater rapids; park-wide physical security coordinator; park-wide structural fire coordinator; FLETC-certified advanced instructor for one or more of the following areas:
physical fitness coordinator, firearms instructor, use-of-force instructor and control tactics instructor; wildland firefighter type II (FFT2) certification; all-risk incident commander type IV certification; national registry emergency medical technician (NREMT) certification. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Overtime will be required. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Credit will be given for all appropriate qualifying experience. Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by entrance on duty (You must indicate your commission number and date, location and date of your last 40-hour refresher training, and the date of your last established proficiency in the use of firearms in your resume). Must currently possess or be able to obtain a National Registry Emergency Medical Technician (EMT-B or EMT)by entrance on duty date. Must have a current, valid State Driver's License . - AND - GS-11 Applicants must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one year of specialized experience equivalent to at least the GS-9 level in the Federal Service. Specialized experience demonstrates the knowledge, skills and abilities to perform successfully the duties of a supervisory park ranger (protection). Experience includes, but is not limited to, evaluating law enforcement program activities based on effectiveness to determine objectives, amount and location of work, as well as type of resources needed for the program such as the following:
interpreting regulations and policy directives related to law enforcement and natural resource protection; reviewing law enforcement case reports to ensure compliance with policy; mutual aid agreements, cooperative agreements and memoranda of understanding; investigating criminal activity, conducting investigations of applicable federal or state laws, performing law enforcement training and instructor responsibilities; and responsibility of diverse resource protection staff supervision. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer
